Both the PNP and the JLP sought his support because he was the most famous inhabitant of Jamaica; nonetheless, he was wary of the political system as a whole and understood the risks involved in picking a side.

In hopes of defusing the tensions between the two rival factions, Marley planned to headline the Smile Jamaica concert. The film explores a number of conspiracy theories around the occurrence.
