Detective Nettles manages to take in a woman scientist, Claire, who has a bracelet rigged with a bomb. A bomb squad expert, Frank Glass, comes to the rescue to help Nettles. Soon after that, when Alex Swan threatens to bomb the city of San Franciso if they do not release Claire, Nettles and Frank team up to put an end to this threat.
Tom Sizemore plays the role of Det. Ray Nettles, while Steven Seagal plays Frank Glass. Ray’s partner Fizzu is played by Nas while Dennis Hopper takes on the role of Alex Swan.
