Taking the opportunity, Governor Petomane appoints a Black railroad worker as the sheriff with orders from the Territorial Attorney General Lamarr.

In the beginning, there is some hostility towards the new sheriff, but using his wit and confidence, he makes the people develop a liking for him. As Petomane’s plan backfires, we see wonderful instances of humanity where people from all over the community come together and stand up for themselves against corruption in government institutions.
