The Boys Season 4: What Is Homelander’s 25th Amendment Plan?

With only two episodes remaining in The Boys Season 4, Homelander (Antony Starr) reveals his plans to deal with President-elect Robert Singer and the people who might support the man. In episode 6, Homelander and Victoria Neuman (Claudia Doumit) meet with some of the most powerful people in the U.S. government and effectively devise plans for a coup using the 25th Amendment of the U.S. Constitution.

What is Homelander’s 25th Amendment plan in The Boys Season 4 Episode 6?

With the help of the House Speaker and other movers and shakers of U.S. politics, Homelander intends to remove Singer as U.S. President shortly after the sworn-in ceremony. When this part of the coup is complete, Neuman will become the President.

The 25th Amendment has four sections. However, as the viewers of The Boys, we probably should be concerned only with the last one. It states, “Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.”

In Season 4 Episode 6, Homelander and Neuman meet with the House Speaker, other politicians, and billionaires to convince them that Singer needs to be ousted after he assumes office. When Homelander discovers that someone shot Sister Sage and she can’t help him, he tries to give a rousing speech about why Singer will be a terrible president for the country. However, unlike the crowds that generally gather to listen to and cheer for him, this group of people is extremely pragmatic. Homelander shimmers with poorly contained anger as his plans are dismissed. This is when Neuman decides to intervene. She appeals to their narcissism and greed for power, eventually securing their support.

This episode also reveals that Homelander wants to use Tek Knight’s prison facilities to jail whoever stands against him. When Starlight hears the secret recording The Boys have made of the meeting, she is horrified and wonders whether Neuman knows about the internment camps. Given what we know Neuman is capable of, she probably does. However, it’s possible that she too wants to find a way to deal with Homelander permanently. After all, Sameer indicates to Butcher in this episode that they tried to find a way to make the Supe-killing drug strong enough to take down Homelander.
