As Neo, Morpheus, and Trinity enter the Merovingian's restaurant and are about to sit down with him, Neo notices a man with long hair and a beard being escorted by who I'm guessing is one of the Merovingian's lackies. The guy looks right at Neo, and the camera pans towards him.
Maybe this has been discussed before, but does anyone know what this is about?

Yeah this guy and his wife are programs who sold the oracle's code or something to the Merovingian so that their child could be saved. There are some pictures of the child and the Man and Woman on the matrix site and this one.
and if you listen you can hear the sound of a ckoo ckoo clock going off.

no, it's been discussed in other forums, there's a cuckoo clock sound, but it could also be a part of the music in the background of the restaurant, it's hard to tell, because it happens right when we see Rama

Yeah who is that guy? He makes direct eye contact with Neo, they play that weird matrix noise, and the camera centers on him. All those things are signs of something important and that he's not just some extra or lackey or some random guy in the restaraunt.
