Plot Summary: A period spy thriller based on Howard Blum's upcoming book about the infiltration of the United States by German spies in 1915. The novel explores the various ways that the Kaiser and his Secret Service tried to prevent America from entering World War I to help the Allies using a variety of means including sabotaging ships, bombing factories and the U.S. Capitol Building. Cooper will play the New York police captain Tom Tunney who puts together the team to put a stop to the German spy activities, making him akin to the first head of homeland security.
